Subject: Preparing for an Active Shooter Incident

Message: By now, we are all aware of the terrible events that took place at Virginia Tech on Monday. In light of this tragedy, I would like to share a few thoughts regarding Augsburg's response to such a tragedy. While the college has an emergency plan, it focuses on the continued operation of the institution following such an incident. The tactical response required to resolve an active shooter would come from local law enforcement, not the college's department of public safety. I am meeting today with the Minneapolis Police to discuss our coordination during such an event. As a department, we are reviewing our policies for a bomb threat and person with a weapon. Once updated, we will conduct additional training with our officers and dispatchers.

A key strength in preventing such an incident is the small and intimate Augsburg community. Our excellent student to employee ratio, as well as our commitment to knowing one another, makes it easier for us to identify persons in duress and get them the assistance they need. I ask the entire Augsburg community to continue this important work.

At present, Augsburg does not have a means for mass notification of the entire Augsburg community. We are exploring solutions to the problem and will keep you posted on our progress.

Let me leave you with the following thoughts for building a strong and safe community:

- Please report all suspicious behavior to Augsburg's Department of Public Safety (1717) or the Minneapolis Police (911). Remember that calling 911 from a campus phone or cell phone will NOT give the police dispatcher the address of the building you are calling from.

- If you have concerns regarding the emotional well being of a student or employee, please talk to your supervisor, the VP for Student Affairs or the Director of Human Resources. You may also call the Department of Public Safety if you wish.

- If you believe that a student, employee or guest at Augsburg may pose a threat to themselves or others, please immediately notify the Department of Public Safety (1717) or the Minneapolis Police Department (911).

- If you believe there is a person with a weapon in your area and are concerned for your safety, do NOT leave your office or classroom to investigate. Stay in your office or classroom and barricade the door. Lock the door from the inside if possible. Further barricade the door by pushing desks, bookcases and other heavy items against the door.

If you have any questions regarding safety or security issues, please let me know. I am happy to meet with departments, groups or individuals to discuss your ideas and concerns.

The first half will briefly review the revised requirements, suggest options for types of
speaking, define what is meant by "teaching" the skill (i.e. instruction,
practice, and assessment), and provide a sample grading rubric. The second half hour will allow time for questions about the requirement and about strategies for revising courses that meet the current Speaking requirement.

A workshop on the actual teaching of the skill will take place in Fall.

Message: The Augsburg Transportation Fair will be held tomorrow in the main lobby of the Christensnen Center from 11:00 AM until 2:00 PM. Representatives from HOURCAR, Metro Transit, Metro Commuter Services campus bikers and walkers will be available to answer questions on how to commute to work in a more environmentally sustainable way by using bus, light rail, car pool, van pool, HOURCAR car sharing, biking or walking to work.

We will also be begin promoting the annual "Commuter Challenge" program which is a metro wide program to challege people to try new forms of commuting. Participants can also take part in a drawing for some really great prizes.

In accordance with Article IX, Section D, of Constitution of the Faculty of Augsburg College, the Faculty Senate plans to bring the following motion to the faculty for approval at the faculty meeting scheduled for Friday, May 4, 2007, 9:15-Noon, in the Marshall Room.

MOTION:
The Augsburg College Faculty approves the Faculty Senate's slate of appointed committee members to evaluate Barbara Farley's candidacy as nominee for Dean of the College.

Our Parliamentarian, Prof. Bob Groven, has provided guidance (see his memorandum to the senate, below) that the faculty's approval or disapproval should be active in the form of a formal vote with a simple majority needed to carry. We asked Prof. Groven in his role as Parliamentarian to research the governance and procedural issues raised, and we are grateful for his clear and informative report clarifying the authority of the senate, faculty, president, and regents as well as the requirements for fulfilling our mutual responsibilities.

The slate of committee members appointed by the Faculty Senate will be named and distributed prior to the faculty meeting.
• This committee will design questions for Dean Farley to address before the entire community in a process of evaluation that will take place in September, 2007.
• This committee will develop a process for presenting feedback to the President regarding community response to the dean’s evaluation.

Tony Bibus, Chair of Faculty Senate, requested a finding to determine whether the current process for selection of the Dean of the College is consistent with the governing documents of the College.

The process for selecting the Dean of the College requires that, “the Faculty Senate will appoint, subject to the approval of the Faculty, a committee which will confer with the President and the Board of Regents in the selection of nominees” (Constitution of the Faculty, 8.9 Article IX, section D). The Senate’s role is also included in the By-Laws of the Constitution, “it will be the responsibility of the Faculty Senate:.... to appoint:… members of ad hoc Faculty Committees…specifically including those committees occasioned by the need to fill the office of the President and of the Vice President for Academic Affairs and/or Dean of the College” (9.2.2.a.2.c.2).

No governing document requires a national search, a specific timeline, or specific criteria for the selection of the Dean of the College. No document prohibits non-faculty members from being on the committee. Moreover, no governing document gives the Faculty or the Faculty Senate the right to select the Dean of the College. The actual selection process is given to the President and Board of Regents, although they must “confer” with the Faculty committee.

The present question turns on the clause, “subject to the approval of the Faculty.” Does that clause require active approval of the Faculty or merely a passive role allowing disapproval? In some places in the Faculty Handbook, this phrase only requires passive approval or a right to disapprove. However, after reviewing every use of this clause and all related clauses (subject to approval, approval of, and approval or approve) in the governing documents of the College, it appears that this clause, in this context, requires active approval of the Faculty.

Although the By-Laws do not mention the need for Faculty approval, the Constitutional language supercedes the language of the By-Laws. Moreover, the Constitution contains an identical clause, in the same section, for the selection of the President (8.9 Article IX C). In the context of Presidential searches that clause has been interpreted to require active faculty approval. For example, in the last Presidential search, Faculty members appointed to the search committee were approved to the search committee by formal motion and vote (Faculty minutes, Nov. 17, 2004). Finally, compared to other similar uses, the closest construction requires an active approval and not merely informational announcement or the right to disapprove.

My recommendation would be to present the selection committee for approval at the next full Faculty meeting, and allow the current committee to collect feedback until that time.

Message: Donna McLean, long time employee in Augsburg's Admissions, Alumni Relations and Development departments, and her family have recently lost a loved one, Donna’s father. The obituary which follows was published in the Star Tribune today.

Max William Demler, age 97, of Hopkins, passed away peacefully at home on April 17, 2007. He is survived by his loving wife of 72 years, Marie; 3 daughters, Damaris Frank, Deanna Hanson and Donna McLean, and their families. Max grew up in Pennsylvania and graduated from Bucknell University in 1933. In 1952 he moved his family to Minnesota to become a Sales Manager for Harbison-Walker Refractories Co. He was a Mason in the Dallas Lodge No. 508, Pittsburgh and the Minnesota Shriners 101 Unit. He was an active member of Faith Presbyterian Church and the Edina Wood Shop and he enjoyed spending time with his grandchildren and great-grandchildren. He will be greatly missed by all who knew him. Memorial Service 11 AM Monday, 4/23 at Faith Presbyterian Church, 12007 Excelsior Blvd, Minnetonka. 952- 935- 4481. In lieu of flowers, memorials preferred to Faith Presbyterian Church or Methodist Hospital Hospice.
