What is a discrimination incident?

Discrimination is the treatment or consideration of, or making a distinction against, a person based on the actual or perceived group or class to which that person belongs rather than on individual merit.

What is a bias incident?

A bias-incident is an expression of disrespectful bias or of hate, harassment or hostility against an individual or group because of the individual or group’s actual or perceived race, color, creed, religion, national or ethnic origin, age, gender, sexual orientation, gender identity, gender expression, marital status, status with regard to public assistance, or disability.

Expressions vary, and can be in the form of language, words, signs, symbols, threats, or actions that could potentially cause alarm, anger, fear, or resentment in others, or that endanger the health, safety, and/or welfare of that individual or group, even when presented as a joke.
